@K-C It doesn't have a special meaning, but it is used in context (as other comments there noted, your theoretical capability isn't the realistic capability against a specific threat). For example, you have 1000 people. You have capability to throw them as a sabre-wielding mob at a generic opponent. You wouldn't contemplate throwing them as that capability against a set of fortifications with machine guns, so your capability is not applicable there.
