if I don't have SSH to my hosting, how do I apply a patch?

@Ooker Patch what?
Most hosts offer FTP access to their sites, if you need to update some files that should suffice

Q: How to use patch command in WinSCP?

OokerI need to apply this patch to my WordPress website. It seems that to do that, I need to SSH to my hosting and use Unix command patch < path_to_patch. However, I'm unable to do that right now. Is there a way to do this in WinSCP? Or is manually changing the files the only way to do this?

Well, you could download the file, then "apply the patch magic here" and upload via FTP. No SSH required. As for manually applying the patch I do not know sorry. I would probably just look it over (you easily see by red lines what was removed and green lines what was added), and then manually edit these changes in the file.
Or even better, apply these rules to my child theme's styles
Beware that when you change files that you don't own, the change will be lost after an update. So even if you apply this patch to twentytwentyone, after the next update it will be lost. The safest bet is to override the styles from your child theme.

@kero what do you mean by patch magic?
Do you mean that I need to download all the source, then using patch command in my machine, then upload all the new files?

@Ooker yes! Even if your host doesn't provide SSH, your local machine can
so if you can't run the command on the server to modify files
download them and do it locally and upload the result
also, that patch is not for WordPress, it's for a dev version of WordPress
it's not even modifying WordPress, it's a change to the twentytwentyone theme
but that's essentially what the answer that got posted says
also looking at the trac ticket, Caroline is right
you put HTML in a HTML widget, not a text widget
I would also note that diminished can mean a lot of things
one could interpret this as grayed out or disabled
but most importantly, the paragraphs inside the coloured blocks are not blocks provided by that theme or core
the plugin author is who you need to speak with
The bug is in the custom block you're using
not WP or twentytwentyone
the block author needs to add a HTML class ending in inner-container to the div containing the blocks
