I think you really summed up what personally bothered me most about Travel and the reason I've been much less active here
When I first started I asked terrible questions, my answers weren't helpful etc but what really made me stick around were people who explained patiently how things worked instead of just saying "read the rules"
Lately we've become more concerned with enforcing our rules than in maintaining a sense of community
