@hippietrail meaning 4 of en.wiktionary.org/wiki/toilet#Noun indicates that "Toilet" can mean the room, not just the device: "Now specifically, a room or enclosed cubicle containing a lavatory, e.g., a bathroom or water closet (w.c.)."
