some users are frustrated that when we use the user interface to close an off topic question that we think belongs on another site, we can't actually suggest what site we think it should go to

this does the same thing with only difference being that you get results and then merge

you can do it
the problem here is,
you need to do some filtering
to check the last Id in posthistort table.. because
a question can be deleted after it is migrated here..
but it will show in the count! because in the history it has both rows.. the deleted one and the migrated one..
