Unfortunately, it looks like Apple might be being dickheads --

I can find 物書堂, and their 「六法」 legal reference for Japanese law, but their "Dictionaries" app seems to only have monolingual EN resources.

I don't suppose you have any insight?

Ah, found out a bit more -- the "Dictionaries" app blurb in the App Store doesn't show the full list. If you actually install the "Dictionaries" app and open that, you have the option to get actual Japanese dictionaries. How confusing! :)
