Q: Furigana rendering options as of 2017/10/16

Do Japanese people understand and casually use Kentei 1 - Kp1 kanji as in "誹謗中傷"? Do they study the outside of N1's chart's kanji at university/highschool?

Not sure about casually, but my impression is that being literate in Japanese probably means you can read 誹謗中傷. I learned that in context by reading, not to study for a test, so it's something you'll run into in real Japanese.

Literate speakers can read words written with quite a lot of kanji that aren't on those charts.

My impression is that in recent decades the trend is toward using more kanji, not less, with computers and phones to help.
