Not much interested in this proposal, but i sympathize. It seems it's always difficult to make people vote for off-topic questions. If the announcement section was not cluttered with discussions maybe you could use it to announce the final steps of the 'define' phase and encourage people to cast their last votes on off-topic questions…

but you could still Follow it anyway :-)

i mean you don't have to commit, just help it get to commit stage :-)
