Seems strong, and definitely more a "stop your opponent" than "say no to everything"

As a Negate, it's not live to everything, so that helps balance it.

People were pointing out that even though it's designed to stop your opponent instead of protecting a combo, you can still Ad Nauseam on your opponent's end step with Force of Negation backup

True, but that's 6 mana to do it at instant speed, or having something in play to prevent you from losing
