@robev I have no reason to think he generally counted years that way. Off the bat, it seems much more likely he was being very clear about the year in that halacha for greater comprehensibility across places and times. Check his letters, intros/signoffs, etc. -- see if he dated them and what date system he used there. That'd more likely be the way he generally counted years.
