I understand the orthodox position on the Talmud as containing the Oral Law, but have had a mixed feel for how Reform Jews view it?
1) How do Reform Jews make use of the Talmud, in a practical sense?

@DoubleAA the question about the extent to which Reform Jews study talmud is answerable (ranging from anecdotally to things like looking at school curricula). The question about use of talmud in halachic discussions could be answered by reviewing responsa.
