Rhetoric, as the word is most appropriately used in English, is more specifically about judging speech. Now I might not mind stretching the rules for written English that can be especially well spoken aloud, but few people speak out programming code, and when they do, we do not generally judge their statement based upon how well the code was said. The closest analogue we have is well optimized, or legible code. So I vote no.
