If Varys said, " I follow you because you are a Targaryen, and your fatehr is the one who gave me my position in the first place". I think that is actually riskier because it show less of a freewill choice. So he explains that he is choosing her because she offers the best chance to serve the people.

Varys' endgame is too do right by the realm and it's people. He doesn't care who sits on the Iron Throne as long as his ideals on the subject are fulfilled. We first learn this when he visits Ned Stark in the dungeon.
