The chapter itself. Haldon meets Tyrion in Tyrion III in the books
In the draft, it was Tyrion II
Then there was this whole sequence of Tyrion meeting the Prince of Sorrows.
That thing was scrapped altogether because GRRM didn't like the direction it was taking Tyrion in. So that chapter along with the ones built on it were purged

Varys' endgame is too do right by the realm and it's people. He doesn't care who sits on the Iron Throne as long as his ideals on the subject are fulfilled. We first learn this when he visits Ned Stark in the dungeon.
