Make sure you read through the “known issues” - this release has the most clear warnings that the public beta will be stable and this release isn’t even for thrill seekers, but for people that need to develop and test and see things break
I don’t recall such a strongly worded “exclusively” and bold warning before as a developer.

First impressions:
Bad:
Bit buggy (as usual). Runs pretty hot and kills battery. Charging extremely slow. Many things have animation glitches. Dark Mode is inconsistently dark. The home screen isn't super dark, while Messages background is absolute black. Some widgets don't work with dark mode and some 3rd part widgets have rounding issues.
Good:
Dark Mode looks very good. The animations (when working) are very smooth and it feels like a very good iOS version. Big improvements on App loading speed. Apps load instantly. All app redesigns shown in WWDC and others look very good design wise. Download manger is Safari on both iPad and iPhone (FINALLY!). Downloads will continue in background and download directly to files. Much more customizability in settings. Many small detail toggles and switches in Settings. I am sure we will see many...
"100 hidden iOS 13 features" videos on youtube. Wifi, bluetooth selectors directly from control center. Volumes control is much smaller (look up screenshots). Voice control feature works surprisingly well. Siri sounds great and for anyone will difficult to pronouns names, the new voice can be taught very well.

The bad is pretty standard for a beta and I think they will be able to correct the glitching by release, as usual. Some old bugs came back, like the duplicate iMessage bug. However its not persistence. Quitting the app fixes it.
My biggest complaint is 3D Touch has basically been removed.
@Tetsujin Yes, that's my thinking as well. It's one of the reasons I bit the bullet and brought the iMac Pro - I figured it would tide me over for the period of time I'd have to wait to get a Mac Pro secondhand. :)
@Monomeeth I don't want to be stuck with either one screen or a mismatched pair for the next umpty years, so the iMac isn't on my shopping list at all.
I'd like clarification on the oldest Mac Mini that will run Catalina. The new Pro is too rich for my wallet. (I actually had set aside $3K, with an upside of $4K, but the all-in price is going to be far higher.) The Catalina features look like a mini would be a great compromise.
Got it, so 2012 or newer. Thx. I was about to get a "Metal capable" video card for my 2010 MacPro, but if Mojave is the end of the line, that seems a a bit much to just get the one last OS.
