I think our biggest source of off-topic questions are going to be like the one's I specified here. We should making it very clear that we are about learning languages, not languages in general.

I don't think child-learners really deserves a tag unless it is a significant part of the question. Tags shouldn't be what the question contains, it should be what it's about.

Some are no-brainers, like math-heavy sites getting MathJax, or Movies & TV getting Youtube embedding (if it had existed back when Movies started). Some take more time to debate usefuless, like, I would guess, Youtube embedded on LL.

Stack Exchange is about questions with objective, factual answers. We've been crystal clear about this for as long as I can remember, even back to the earliest, pre-beta days of Stack Overflow. It's right there in the standard Stack Exchange FAQ:

There are lots of language specific proposals on area 51, does this matter? Can people ask about language specific things on this site?

yeah, i'd side with gilles on this one. if we're going to restrict individual languages, we'll get a mess of vague questions with no clear examples and an unhelpful website in general
In my mind, if a question is about some aspect of a language which is essentially arbitrary, then it's off topic. Meaning, usage, semantic drift of particular words, etc should all be off topic.
