@Olga: It has started via area51.stackexchange.com. You can propose your own Q&A site, and if enough people commit, it will go to private beta, then public beta, and if it meets the required stats (i.e. daily questions asked, number of avid users, etc.), the site will be accepted as another stackexchange site.

@ArmenTsirunyan I see. If it's possible, I'd rather stick to this site instead of starting a new one.

@Olga: Well, of course, if you proposed another site about Russian in Area51, it would be closed as duplicate :)

@Olga I don't have the breakdown for SE users vs outsiders, but right now this site is getting about 150 visits a day. it's only been in beta for 3 weeks, though, so this number should grow. :)
