Netflix had blocked my IP blocks as "proxy", I contacted them as my company (which is the owner of the ASN that announces said IP blocks) and basically asked them nicely to unblock me, support escalated me to network research, and network research apparently unblocked them.

Also, Netflix will make a TON of money if they can figure out a way to sell universal access to their entire library as an additional package
