Q: What determines the power of weapon's Paralyze effect?

I've just added a paralyze effect to my bow. I tried shooting it at a guard at Dragonsreach and he was not paralyzed. If it's only going to paralyze crabs, it's not much of an effect. Is there anything that I can control, that determines which level enemies it affects and which not?
