No idea about "little combat", there's like five or six combat encounters per map once you get out of the starting area, and they respawn. Meh.

I can avoid most of them and it's not like dying is of any consequence, but still mighty annoying.

Yeah, those encounters with thugs in the hive don't really count; within like... 30 minutes you can stockpile enough XP to just curb stomp them when they randomly decide to look at you funny.

The most sensical thing I can think of is that the "charging" is actually nothing and you're just getting an artificial limit on the amount of data you can download from the satellites.

If don't' have one, I'd highly recommend a smaller SSD for your OS drive. Worth every penny
