1. The number of secret hats is itself a secret until the end of Winter Bash. 2. Using CW as a rep denial mechanism has always been a bit of an antipattern. Not awarding rep to one person for a post owned by multiple people makes sense on the surface, but taking rep out of the picture isn't the primary purpose of CW. Exceptions should handle exceptional situations, i.e. situations you couldn't anticipate in advance. Since you can definitely anticipate that the user may enter invalid input, you can handle that invalid input without any exception handling :

@G-man You only have 30 votes at first. You gain votes by voting questions, up to 40 votes.
You have to vote on a certain number of questions to get the full 40 votes, and if you vote on bad posts, they get deleted and you get your vote back, but it still counts as a vote.
I had one hot question days before WinterBash that hit 5k, and another just after WinterBash that is at 3k, but I've had a hard time hitting 100 after that.

Sometimes the chase after hats conflicts with the chase after rep. I posted an answer on a Tumbleweed question, and edited its tags (it probably got a Tumbleweed only because it lacked a major tag). Of course after I added the java tag it got some more attention. It got me some upvotes, but also adds a risk of someone else posting a better answer.
@BhargavRao The whole point is that he was (allegedly) so excited about his epiphany that he didn't stop to think about anything else, like putting clothes on.
@BhargavRao I hope not. I'm thinking Winter Bash may be a different sort of event next year because people try so hard to game the hats. Further research is needed.
I suggest that we turn the Weed Eater hat of Winter Bash 2015 into a permanent badge. I'm not sure what name it should be given, or what color the badge should be.
Perhaps we can introduce several levels of this badge, depending on the number of answered and accepted Tumbleweed questions.
