Just a thought, should I make small incremental edits on topics and examples or hold it until I have a big and more meaningful edit?

I think it's important to make good edits, doesn't particularly matter whether they are in huge chunks or not
obviously don't troll for rep by making lots of tiny edits when you could've put a little more care into it and coalesced them, but also don't avoid making important edits because you feel they're too small

I can't add new sections (Syntax and Parameters) to a Topic with only Remarks, why is that?

Hmm, the regex tag is a tricky subject. How do we deal with the fact that different languages/libraries have different features?
Should there be a topic per language that explains its idiosyncrasies?
