@Oddthinking Take note that pre-graduation, the bar was set at 4k reputation which is a much easier threshold to reach than the current 20k. Part of the problem is that, even among users who have the reputation, there is no reflex to delete poor questions. It would have to be trained, much like voting, closing and flagging all have to be trained.
