OK, so here we go. Stack Exchange implements some unwanted "improvement" in the notification system, and then the so-called Community Manager gives some bizarre justification.

TLDR: Our design is perfect, if it isn't working for you, it is your fault.
If you want to be notified of downvotes, make sure you get upvotes as well. Yeah, that's perfect.
