There is a moderator on this site who has a clear bias on certain social and political issues, as is reflected in several of his recent actions as a moderator.
What is the best way to handle this problem? If a moderator is the problem, who moderates the moderator?

It seems like you had two questions mixed together here, so I removed the stuff related to the gender question and made it focus more on what appears to be the main question.
