I do believe it does. If you get serial upvoted by someone and they get deleted, that rep from the upvotes goes away.

What's your question? It's hard to determine what your practical, answerable question is. This looks a bit more like "tell me what to do, I don't really know what my question is" - these are not really the sorts of things which are good fits for Q/A type sites.
