@jcmeloni - I am still confused as to why it matters that the person who directed them here from English SE wasnt a mod. I get that we do not want mass cross posting but does it really matter if the occasional question is cross posted to 2 sites (The original off topic site and the new ontopic site)
@Chad It doesn't matter. Until it does. For example had the cross posting been between SO and ProgSE, two sites that have automatic question bans, the OP would have two closures counting against him (one in either site). Also, it's always a bit annoying when a user that doesn't even have an account on the site points people to it. I'm sure all the commenter wanted was to help, but... it's still annoying.

(all that) said, we (mods) shouldn't be really having these migration discussions behind closed doors, no reason for that, we only do it because it's convenient. I've tried posting questions from ProgSE on other sites' public chat rooms and letting the regulars decide whether they want the question or not, and although the results were less than stellar, I'll probably keep doing it.
@YannisRizos Some indication that a question has been flagged for migration and ability to see if it gets rejected would help alot i think
@YannisRizos Out of curiousity does that 1-7th level thing mean anything to you? I do not know if it is a standard in italy or just his italian company
@Chad Flags are generally considered a private communication between the flagger and the mods... When there's a flag suggesting migration I disagree with, I tend to post a comment on the question saying I won't migrate (and decline the flag, obviously).
I need to list all the standard contract levels, somehow the italian version is: 1st level up to 7th level than i have Manager and Project Contract.
Is there an equivalent of 1st level - 7th level in the UK?

I get that it shouldn't be encouraged but the slap on the wrist for it on the exceptions for the user just trying to get an answer seems like the wrong way to solve the problem.
@Chad 1) if a mod points a user to a site incorrectly, I'm going to talk w/ the mod in mod-chat 2) if a user on another site points a user to this site, and it was the wrong thing to do, I'll mention it to a mod on that site to have them address it as they wish on theirs (much like on meta ProgSE a few months ago). Finally, my comment to the user wasn't a slap on the wrist. It was a "please don't do that; mods take care of those things." -- like is said in these situations on other SEs.

@jcmeloni And none of this explains why it really matters. He posted it in the wrong place... apologized and posted it here... someplace that it probably belongs. Its not like he posted it in 5 different places at the same time. He posted it in one place, it got closed and he was pointed here so he posted it here. That seems like a no foul situation to me
@enderland have you noticed high battery usage by Android OS/Google Services on your nexus 4? I'm noticing those two taking up about 40% of battery life, when with my past phone it was usually Screen or phone idle taking up >60% depending on how much I used the phone actively
