Apart from the US apparently being a part of the EU, this is confusing in other ways too.

What is the minimum age in places that are neither US nor EU (if they exist)?

What if a 15-year old US resident travels to Europe for and connects to SE from there?

Also, 3 things need to happen. OP needs to mention they're 13-16 + someone needs to report it + mods need to escalate this up to the CM team and they need to decide that user is really within that age limit
