@BenBrocka I don't know. I was around back then, and I really don't have the energy to take the question seriously right now. Perhaps I'll do some digging during the weekend, if an actual answer doesn't appear, but right now I just don't care ;P
I forget where I saw the wording, but I noticed it (fortunately) isn't in the P.SE FAQ

Why is some of it changed for the new scope and some of it not?
@waxeagle no no no, users aren't stupid they just have better things to do than read 3 years of SE history before asking a question
Which is why the proposal page should really say Programmers/ect so it's not confusing
Leave the historical relics somewhere for advanced users who DO give a crap about that
