After going through this question I have a small doubt when compared to the previous versions of Android <4.0 why does the Local/On-board storage is termed as SD card 0 and the external storage as the ext SD Card. Doesn't it make sense to leave it as phone memory and then the ext SDcard as SDcard 0

What I only understood was to support multiple accounts for SD card from the above link
