Q: Verb tense in academic literature review according to Chicago style

KenjiAPA suggests past tense when talking about previous research. I cannot find any source on the same topic in the Chicago Manual. What are the verb tense recommendations for different sections of the paper (and for literature review in particular) in that style?

don't understand why the public city library is so poor that they can't offer computers slightly faster
so slow a computer really can't work on things - who only open only a or two windows a time?
I usually open more than 10 windows.
like currently my own computer has 28 windows opened
and it won't crush
only this is a really serviceable computer
