I'm sorry for my brashness, just that I need to ask something
If anyone needs context, I asked something last friday. It is in relation to that

I've been waiting for a week, the room's been empty for a while
 
What part of my profile suggests that I'm a "senior academic" or even remotely familiar with university affairs?
 
Sorry, I did not look at your profile, you just happened to be here so I asked
What does it mean if a person asks how long you've been at the institute? If you read the context, I appealed the decision mentioned there to a person of higher authority outside the dept and they seem to have asked me this. They also asked me other details. (I'm asking for anyone else who is here). Is this a good or a bad thing?

The course instructor never responded to me.
I cannot wait too long, I have to respond now to them. I think a question like this might get closed pretty soon (All I have is what does it mean?, so it's kind of vague).
Can anyone ask around and tell me?

I sent them an email but they never responded. They are known to be slightly angry at times and once already asked me to stop emailing them over petty things (I was asking about errata on lecture slides and also about syllabus on an exam).
I think that my wanting to drop reached his ears too. So maybe that's why he never responded. I'm inhibited to go to him now until he responds back with something

So talk to them. Ask to schedule an appointment to talk about your grade. Honestly, it sounds like you're just spinning your wheels right now in a panic - which is a bad way to get responses.

You mean email them? I tried, I'm sort of inhibited of emailing that man one too many times.
So I'll elaborate on the sequence of events since last week:

1.) Spoke to the GPD, denied due to lack of justification.
2.) Spoke to advisor, re-appealed to GPD, denied
3.) Spoke to advisor asked him to talk to GPD, request denied
4.) Back and forth between advisor and GPD
5.) Spoke to Advisor, he asked me to talk to instructor
6.) Emailed instructor, ignored
7.) Sent assignment to instructor, ignored
8.) Sent assignment to TA, had to confirm with TA
9.) Spoke to HOD
10.) Got response from HOD today while in class. Denied
*instructor again
