It just dawned on me: so a user downvotes your post and you try to find out who. You look at the profiles and rep records of some suspects--people you have beefs with, people who you think hate your guts, people who you just had a spat with--you still don't know.
Why? Because although downvoting an answer costs 1 rep, it doesn't show on the rep history.
But it is going to be reflected in the actual rep value
So if someone builds a gadget that keeps track of people's rep and times the changes, they will easily find out who downvotes their answers.
Also rep is publicly viewable information, I don't think this kind of use of public information is very productive.
