Well, something can have shortcomings but not necessarily be a problem. I believe that without context, one can only use a dictionary. What else is there?
 
I wonder if fish and squid are interchangeable.
If something is attributable to marine life, then they sorta are.

Fish is not to squid as problems are to shortcomings. Squid are a subset of marine life but neither problems or shortcomings are subsets of one another.

@Lambie Someone's shortcoming(s) can represent a problem for that person. However, squid aren't fish, and no fish is a squid, so it's some sort of false equivalence fallacy nonetheless.
@It'sOver is a squid, though.
(That's not a shortcoming. In fact, that was long coming.)

@userr2684291 Why is that not universal though? I think shortcomings of a person, system, program, institution, and government are essentially their problems. I am having difficulty finding an example where a shortcoming is not a problem.
 
Maybe it hasn't manifested itself as such.
I think it's not wrong to say that an algorithm has its shortcomings, but at some particular juncture they don't represent a problem. Maybe it's just good enough.
(I think it's not wrong to say should be I don't think it's wrong to say. I fiddled with the double negative and forgot about the beginning of the sentence.)

Yeah they weren't really related but all I'm trying to say is one does not simply confuse "interchangeability" with synonym . . . synonymity.
