Just wonder if it is really correct interpretation of the OP's first two sentence?

I think that the answer makes sense, but is not complete
I think we'd be more likely to make the -ing choice when we mean "every time I happen to see him" and the present simple when we mean "every time we decide to get together, he wears ..."
But it seems to me that this is more of a probabilistic kind of difference. We are somewhat more likely to make a different choice based on this, but we may often just say one or the other in either situation, and it may make no difference in meaning.
Well, hmm... No. Every time, I see him, he wears pants. Wouldn't be standard if we want to express the idea that every time I happen to see him he's wearing pants.
