Q: usage of have been

user250189Is the following sentence correct: I haven't been able to access Facebook for the last few days. I'm able to get on just fine now, though. Note that I am able to access Facebook now.

In denotes your physical location as inside the building.
I'd say of works as well; however, it's not something you hear often, at least in my experience as a non-native speaker of English.
By contrast, I've never heard by used in that context.

@Kirill It's "the Columbia University School of the Arts", by the way.
@Kirill You can say of in English as well: Google Ngrams will tell you it's not that common, but it's not wrong either.
