This is interesting.
Based on my SEDE query we have around 33911 users < 150 reputation (as of 2nd February) and 37518 total users (via API V2 query).
That makes 3607 users that should be eligible to vote.
How comes that there is a discrepancy of 1453 users?

Just for your information, this is not an attempt to get more people use Ask Ubuntu (even though that could be a nice side-effect) but to help already registered users improve their Ask Ubuntu experience.
