Q: Why do featured posts from this site not appear on Japanese Stack Overflow?

I just noticed that Meta Stack Exchange posts tagged featured don't appear on the community bulletin on Stack Overflow in Japanese. This doesn't appear to be an issue for any other site I've tested, including all of the other international sites; it seems to be specific to Japanese Stack Overflow...

Давненько такого мощного падения не было... я даже грешным делом подумал, что где-то рубанули кабель в Европу и полетела связность сети. Но нет, всего лишь грохнулся dns у cloudflare. Если не работают сайты -- имейте ввиду

в том числе грохнулись и различные down detector'ы
