Hmm, I didn't know HoldAllComplete prevents Listable:
foo // Attributes = {HoldAllComplete, Listable};
foo@{1, 2}
Is it explained in documentation?

No mention of 'unless HoldAllComplete' as in other steps.

@Kuba I'm not sure, but I'd say it's because heads are not inspected with HoldAllComplete.
Maybe that's not quite right....Not sure.
OK, I keep going back and forth: "HoldAllComplete is an attribute which specifies that all arguments to a function are not to be modified or looked at in any way in the process of evaluation."
So the argument to foo@{1, 2} is not inspected. Thus it's not recognized as a List. So Listability cannot be applied.
 
@MichaelE2 sounds reasonable. I was/am confused because it seems that right after 'evaluate head` step there should be 'if it has HAC attr that is it'. Instead they proceed and from time to time mention `unless HAC...' (not with Listable). So I think there is a room for improvement

@Kuba There are lots of places in the docs where there is room for improvement. :)
Note HoldAllComplete also prevents Flat and Orderless.

Yes, I agree
To anyone: I've lost my autocomplete in the FE. I discovered yesterday that I installed Mma in the wrong directory (accidentally I suppose), so I moved it to /Applications (on a Mac). I guess that broke the autocomplete. Any quick fix, or should I reinstall?

@MichaelE2 you could try going into your $UserBaseDirectory and deleting the FrontEnd folder?
What could have happened is that it built out a bunch of paths relative to wherever you installed and now those are invalid
@C.E. How was adding the paclet? Where should I improve things?
Also @Kuba I'm rewatching the parts of that live stream that I missed and it's just brutally frustrating to watch half the stream learn stuff that we've been working with for years at this point.
