@Kuba I don't think so. I assume that's the structure because that's how PopupMenuBox takes its choices. Look at ToBoxes@PopupMenu[Dynamic[a], Range[100]].
Also I'm always surprised what the Mathematica find interesting and what they pass over. I figured this post of mine would be a winner community.wolfram.com/groups/-/m/t/1306464 but little interest while smaller, less interesting things I've writted up have garnered a much more enthusiastic response.

@b3m2a1 what is the flow when one has nice ref page with additional content but the function changes, e.g. by a new option? Do I need to merge manually?
@Kuba For docs where I actually write the content by hand I just save the templates and reuse them and add a new section for options and things. I think somewhere buried in the package there's a set of functionality to build a full template for a context which can be adjusted by hand. I was just changing BTools too much to be willing to invest in writing docs that could change in a month. I might resurrect that for some stand-alone packages with little expectation of change, though.
@Kuba Yeah not that I know of. There doesn't even seem to be a packet for setting these "MenuLists". All I have for "List" is {"CompletionsListPacket", "DebuggerSetStackList", "List", "OptionCompletionsListPacket", "OptionValuesCompletionsListPacket", "SetNotebookInList"}
