Did anybody else find that the link in the INTERNAL SELF-TEST ERROR message to "find out if this problem is known, and to help improve the Wolfram System by reporting it to Wolfram Research" does not work? Reporting it is on my to do list

I've got a list of associations that I want to regularize or reshape. Some of them look like <| a->1, b->2, d->4 |> and some of them look like <| a->1, c->3 |>. I want them to look like <| a->1, b->2, c->Missing[], d->4 |> and <| a->1, b->Missing[], c->3, d->Missing[] |>, i.e. they all have the same number of keys. Not knowing much about structured data, I don't know what to call this operation or what to look for in the docs
Is there a built-in for this, or should I just map something with KeyExistsQ over them all?

After posting, my first thought was to create two Plot3Ds that plot the two halves of the function, and combine them with Show[], but I don't know how to do that, either.

Maybe I could just do Plot3D[{Restrict[f[x, y], x < 0], Restrict[f[x, y], x > 0]}, ...]
(Except with some function that actually exists...)
