@HyperGroups I just took at the question again. At least in version 7 I don't think that does a complete job. I see output, and strangely some input in text form, but I also have much of the input as images (in the exported HTML).

@HyperGroups I find that I don't know much about conversion to HTML as I rarely use it, and things seem to be behaving erratically here; possibly bugs. If you have a solution to your own question and you have tested that it works as you believe in the version that you use I encourage you to post it as an answer.

Dear all, how to vectorize logical operations in MMA? For example, the code '[1,2,3]<2' will return '[1,0,0]' in Matlab.

I tried Boole[Thread[{1, 2, 3} < ##]] &[2, 5] to get {{1,0,0},{1,1,1}} but failed.

I define a function f and want to evaluate f at each vector in Permutations[Range[9]] and then find the maximum, is the following code right? Max[f[##] & /@ Permutations[Range[9]]]

@EdenHarder I just read about it on Wikipedia, but what is your code supposed to do?
 
@EdenHarder Yes, if you want the max. of f[{1, 2, ...}] etc. If you want f[1, 2, ...], then instead of f[##]&, use f @@ #&.
