I have initiated a similar vote-to-close spree in the past (with limited success, contrary to yours, if it was you). the answer-rate is pretty low and I think that's partly due to vague questions.

Yes. I am reviewing questions in ascending order of date. There are many off topic and unsalvageable questions, or questions where the work involved in salvaging them exceeds the effort that went into writing them. I vote for closure on these.

Both. I deliberately err on the side of closure, so it is fine. In my experience, people are not comfortable with closing questions, so I see it as necessary.

If I am wrong, I trust the closure vote will fail.
