I think the problem with that question is assuming high level and low level are terms that are somehow only applied to a programming context. You can't define "high level" in general terms anymore than you can define what a "modern" language is. Context is everything and within different contexts different definitions are appropriate.

@RobertHarvey I also think we're being trolled. I've got a feeling that this user often simply picks old popular questions, rehashes and re-asks. Pretty annoying, and I really dislike wasting my time looking for dupes and spending my limited supply of CVs on closures like that

@Seanny123 don't worry, your question looks reasonably good to me, and your explanation in comments looks compelling. My note wasn't meant to insist that it should be at SO, I only wanted to clarify why you posted it here

@YannisRizos the reason may be that q-banned guys post questions that are way too low quality for voters to consider migration. actually what made me ask for this data is striking similarities in crappy questions I deal with in SO CV queue, and those that flood our site recently. In a sense, these belong to neither of SO / Programmers, right site for them would be /dev/null

There is no 'average'. You figure out how much your time is worth, estimate the size of the project, add in a bit of profit for that time spent, and then quote that.
