[Previously](https://chat.stackexchange.com/transcript/message/61587635#61587635), it was suggested to me to use the "in need of moderator intervention" if the standard flags require a bit of explanation. $\quad$ So, in this case, I did just that, explaining the above within the flag box. It got declined: "declined - Using standard flags helps us prioritize problems and resolve them faster. Please familiarize yourself with the list of standard flags".

No problem; I appreciated learning that choosing the Not An Answer flag generally results in more immediate action, so I happily went ahead

Hello, can someone explain why there are only limited number of options for closing as 'belongs on another site'?
 
But I am a bit surprised that your screenshot doesn't show MathOverflow.
Oh - I remembered it incorrectly. It seems that there never was a migration path Mathematics $\to$ MathOverflow.

@ryang In the review queues, it is often hard to see the full context. Someone could start an answer with "@ryang thank you for your answer," where the "answer" refers to something said in the comments. Leaving a comment below the answer, along with an NAA flag, will help those in the review queue to see the whole picture.
Looking over the history of that post, it appears that your NAA flag was much more useful than the moderator flag (and note: moderators see even less of a post in our flag queue than reviewers see in the review queues---it is very hard to get full context, hence posts which can be handled with normal flags are generally better handled with normal flags.
