Recently, I created this room for a discussion between me and another user concerning this answer of mine. Then another user entered the room and started to ask questions about a totally unrelated subject, and they kept doing it even after I told them what was the purpose of that room. What should I do in such a situation?

@JoséCarlosSantos If you created the room, then you are a room owner.
You can mute or kick the offending user.
To kick, click on the user's portrait / name on the left, and select the "kick-mute" option.
 
@XanderHenderson Rooms spawned from site discussions are not (automatically) owned by anyone iirc
 
I was about to say the same thing. Of course, any of you two (and any mod) can add José Carlos Santos as a room owner.
IIRC, another thing that RO can do is to change a room to a gallery room - so that only the approved users can talk there.
 
@TheSimpliFire I didn't realize that this is what @JoséCarlosSantos was indicating---he said that he created the room.
One can also flag a moderator for help.
 
Yes, the phrase I created this room confused me, too. (I was about to suggest things a RO could do, but then I noticed that he isn't a room owner.)

@amWhy The per-site moderators are supervised by CMs. In that sense CMs moderate moderators. However as for the flags they just show up as any other flag. It is technically possible for a moderators to handle the flags "against" them. Usually we do not do this but leave it to another moderator. The dynamic is a different one, but we do give each other critical feedback. In some cases we might even be more severe among ourselves, but likely there are also cases where we show more lenience.
I don't think we are intentionally biased, then I could be biased without realizing it.
To answer the question directly, yes I think a user can flag a moderator and have the expectation of the flag being handled correctly.
