Is there any possibility of the option "make into a comment" when flagging an answer? When you flag for "not an answer" as you think it should be a comment it would be nice if it was made into a comment.

@user1729 you can flag for "in need for moderator intervention" and state the request. If you flag NAA it's unclear if a mod even ever sees it. If we do, we might convert. But, many such flags are handled by the community alone and the community does not have that option.

I'd request though that this is only done if the comment is actually valuable/important.

It does not have to be super-important. But, don't flag "This is a interesting question." Etc. And also not marginally relevant or redundant stuff.

I mean don't flag in the way indicated above. You should flag NAA, and if it's delete that's good enough.
