How can a user with only 1 rep point (joined today), be in the suggested edit queue?

@amWhy This isn't counter to my expectations. What about this is surprising to you?

I didn't think users with only one rep point are able to review suggested edits from other users. Perhaps I am merely uninformed, and in that case, I have no respect for any results from that queue, and will not bother trying to help out in that queue.

@amWhy I misinterpreted you. I had thought that you meant a 1 rep user had suggested an edit that ended up in the queue.

I am speaking of icons of users who have the privilege of voting in some particular queue.

No, wesley98 has not been suspended; they've only joined today, have asked one question, received a downvote on that question, and yet was able to review another's suggested edit. Could that possibly be due to approving an edit some third party suggested, on their question with a downvote, @davidlowryduda ?

Okay, @davidlowryduda. Indeed, they approved a suggested edit on their own question. That apparently explains their presence in the suggested edit review, even with only one rep point. Any asker can approve or reject a suggested edit on their own post.
