@Did It seems that 10 reputation points is necessary to post an image (in the form that it is displayed as an image). At least that's how I understand three posts: Reputation 10 to post images, Cannot post images, Need at least 10 Reputation to post an Image, please explain
However it is strange that I do not see anything mentioned in help on privileges: math.stackexchange.com/help/privileges/new-user
Just to clarify - your message contains several parts, this was related to 1.

IIRC I have seen a few posts by low-rep users containing something like this: [Diagram](https://i.stack.imgur.com/u4qtJ.jpg). And all that was needed (but probably not possible for low rep user) was to change it to ![Diagram](https://i.stack.imgur.com/u4qtJ.jpg).

I am concerned when moderator's actions tend to undermine efforts from the very many users who are working to lessent the slope in decline of the quality of questions on this site, while favoring pro-any-thing-goes users? I don't think you try to do this, or that this is any mod's intent.
... But it doesn't take much effort to see that those challenging the "anything goes whatsoever" users are more frequently either ignored ("they can manage the situation"), or in an effort to make this site Sesame-Street-Happy, bending over backwards to coddle those asking extremely poor questions, or to protect the rights of serial-rep-hunters, assuming some of us aren't entitled to the same rights to make our points of view more visible.
In doing so, some users feel sanctioned to continue doing what they're doing. Look only at the user asking the meta question I link above. And their response to bending over backwards to accommodate the user. In any case, I'm afraid that there is too much bias in terms of which comments in a comment thread should be deleted. Please stick by all go, or else, all but the clearly offensive, stay.
Besides, the too frequent protection of users from being held accountable for the quality of the questions they ask, and/or the answers they post to crappy posts from feedback and consequences, and some users who flagrantly vilify users that do want accountability, by downvoting them, soliciting public support to vilify them, through misinformation and partial truths, and this is why it is necessary to allow them to also participate in the discussion.

My last point was meant to be a listing of factors contributing to the scorn some on this site have for those who merely mention "quality", or link "how to ask a good question", or comment in response to a non-truth or opinion, has, in fact, been amplified by good-intentioned actions and comments from mods.

In any case, @Jyrki, and Co.. I'm done here. Wishing the site well, as I do, is not going to improve it, and the very folks trying to improve it are hindered by some aggressive and retaliatory users, who have yet to face any consequences, and mods alike.
