@DanielFischer It seems that recently new posts are compared to old congratulatory posts with claim: "If that is on-topic, this certainly is too." What would you think about the idea to lock the old questions, so that the corresponding banner is displayed there: "This question exists because it has historical significance, but it is not considered a good, on-topic question for this site, so please do not use it as evidence that you can ask similar questions here."

However, I am not sure whether there is clear consensus that such posts are off-topic. Links to old posts of this type can be found in answers here: Are congratulatory posts off-topic on meta? Or only some of them? and Congratulations: the big thread!.

I have a new idea. Let us construct a university in MSE. Like other universities it would have classes (MSE chat rooms), staffs (professors, directors, president, ...), research groups and etc. We would also have Bachelor and PhD programs in it and give graduated students Bachelor and PhD degree...

I have been a member of the MSE for about four years; during this time I have not pursued earning reputations (It is not important for me at all). @aminliverpool I will just point out that I do not see any moderators among the users who voted to close/voted to delete your posts. (I do not think they voted in reopen reviews either, but I probably did not check all of them.)
I think that moderators do their job good if they leave as much actual moderating for the community as possible and they only step in when their intervention is needed.
Of course, I would not be surprised if the mods contact you - either here in chat or privately. (The latter is likely if they consider your posts so far starting to be disruptive for the site.)

Since you wrote you've been around for some time you probably know this, but just in case: You can distinguish the regular users from moderators by the fact that mods have diamond after their name. (Diamonds are also in usernames of some other users, like SE staff - in general it is indicator that the user should be taken seriously.) You can find the list of math.SE moderators here.
