@Rinzwind Thanks Rinzwind. As you may have noticed, an user pointed out in a comment on the question that now sites in the network have local copies of the ToS. See for example askubuntu.com/legal/terms-of-service
If you folks somehow manage to have the original clause added to the new ToS you may want to take notice of where it will be added
Apparently, due to a "bug" the "Legal" link in the footer of any site in the networks links back to the MAIN copy of the ToS and not to the local one.
This means that if only the local copy gets updated you may still end up in an odd situation since no one would probably notice it (the link points to the "wrong" page)

No idea how to add a "before-login" hook but recently I played with the pam_mount module. It allows to mount this and that just after the login. for example, bind-mount different configuration directories over ~/.config (or whatever).
 
it supports display-setup-script=, greeter-setup-script= and session-setup-script= to run scripts on start, so that could actually be not so hard
